The Federal Motor Carrier Act of 1980 (MCA) requires, by law, that every motor carrier participating in for hire commerce shows some form of proof that they have the financial responsibility meeting or exceeding the minimums set by each and every state. Moreover, these carriers need to have either the insurance or bonds necessary to financially cover the public in an accident, or in the case of loss of life or product. The MCS-90 is an endorsement serving as evidence of this coverage that carriers must have in order to stay DOT compliant by law.
